Tanzania
Tanzania is an interesting case study due to the successful upgrading strategies at different scales as well as its history. Under the Arusha Declaration, a sub-section of Pan-African Socialism following Independence in the 1960s, Tanzania became Africa's largest and most debated example of social engineering during which industries, banks and services were nationalized, economic activity collectivized towards agriculture and the accumulation of private wealth discouraged. Almost 70% of all Tanzanians were moved from traditional lands into planned villages in a process of villagization. Informal settlements were regarde as eyesores and eradicated accordingly.
Since then, a number of programs and policies have completely changed the approach to informal settlements. The policies include the National Land Policy of 1995, the 1999 New Land Act, the 2000 National Human Settlements Development Policy and National Strategy for Growth and Reduction of Poverty Policy I (2005) and II (2010). At the community level, the Hanna Nassif Community Managed Settlement Upgrading Project has shown progressive participatory processes through community ownership and capacity building.
