Thailand's approach to informal settlement upgrading is innovative in its incorporation of the Community Organizations Development Institute (CODI) that serves as an intermediate between communities and the funding body, the National Housing Authority. Based on an earlier version of the organization that was established in 1992, the Urban Community Development Organization and the Rural Fund for Development, CODI was formed in 2000.
Operating independently from the National Housing Authority but embedded in the Ministry of Housing, CODI represents the critical role of central government in initiating slum upgrading. It provides savings and credit, housing loans and microfinance that act as incentives for cooperation between cities and communities. Moreover, CODI facilitates land tenure with a focus with 30 years minimum lease and supports investment in informal settlements by financing pilot projects. Coordination committees which draw membership from local communities, city agencies and civil society allow for a decentralized decision-making process and flexibility. Land tenure, re-blocking, upgrading, relocation, rebuilding and landsharing are all strategies within CODI's mandate.
